The Evri Comparison Haunting PGMOL’s Rebrand To Pro Ref

English football’s professional refereeing body, the PGMOL, has rebranded into a new improved body, called Pro Ref (Professional game Referees). This new change is said to be a move past years of intense scrutiny by completely restructuring how referees are trained, managed, and assigned. It is backed by a new, fully funded three-year agreement between the Premier League, EFL, The FA, and the Women’s Super League (WSL) with merging different referee groups into a single, unified pool.

Marking the most significant structural change in modern English football, the FA’s new blueprint dismantles the old tiered system in which the officials were strictly separated into two groups. Select Group 1 and Select Group 2.

The Select Group 1 consisted of referees who officiates the Premier League matches and also handled VAR duties. Meanwhile, the Select Group 2 officiates the EFL Championship matches.

Under the new blueprint, these groups (Select Group 1, Select Group 2 and the Supplementary List) are now merged into a single, fluid Professional Referee Group. The purpose of this group is to unify the pool servicing both the Premier League and the Championship. It allows high-performing officials from the lower tier to be fast-tracked into top-flight games, creating more merit-based internal competition, flexibility and expanded the match coverage beyond just the Premier League.

Pro Ref holds a significantly broader remit across English football. The body is now responsible for officiating the English Football League (EFL), Women’s Super League (WSL), National League and the Under-21s Premier League 2.

Since the entire rebrand and structural evolution are backed by full funded plan, the capital will directly scale up several high-performance programs.

Elite Referee Development Plan (ERDP) is designed to aggressively fast-track talented young officials and promote them to the English football pyramid.

The Player to Match Official Programme is a dedicated pathway specifically funding 10 former professional footballers to transition into full-time refereeing.

Core X is a newly established specialized support network which aims specifically at identifying, mentoring, and advancing refereeing talent from historically underrepresented communities.

Finally, unlike prior internal restructures, this new model incorporates a Stakeholder Consultation phase designed alongside the Football Supporters’ Association (FSA). to better define and explain the role of referees to the public such as football fans.

But the football fans are not happy with this. They argue that a simple name change will never solve the referee’s decision errors in PL. Fans are comparing this to the corporate rebrand of delivery company Hermes to Evri; despite promises that the name change would fix their notoriously poor service, only the branding changed, while the underlying delivery issues remained. But only the name changed, not the issues of the parcel delivery and courier service company.

Hermes rebranding to Evri was mocked because it was widely viewed as a ‘lipstick on a pig’ tactic. Instead of fixing their notoriously poor customer service and reputation for lost or damaged parcels, the company simply changed its name.

Football fans concerned about the new name change of the PGMOL to Pro Ref, would likely be the same without solving any refereeing issues.
